The file permissions dialog box would appear. Check it out. And, unlike with v, now I am able to download files without the "insufficient permissions" errors. Don't ask me to explain why! So far I have not noticed any other NEW problems. So I think I am sort of in my happy place or maybe better put I think this is the best I can get on this box. Instead of clicking the file to download, right-click the link and select Save link as. It sounds like the Registry File Permissions have been altered.

When I try to start the game with anti-cheat, the EasyAntiCheat window comes up and tries to load the service, but gets stuck and gives this error: "Loading Error: Insufficient user privileges to start EasyAntiCheat Service" I've tried playing around with the sandbox options to give the easyanticheat. It's kinda boring playing offline, so any help would be appreciated.

To people having the same issue when clicking 'Open' instead of 'Saving' downloaded file, I have found solution that does not require disabling UAC. Open properties of that directory and go to Security tab.
In my case there was information that for some reason there is absolutely no security rule applied. I had to click 'Advanced' button and then 'Add' button on 'Permissions' tab, then click the 'Select a security principal' link and type 'Everyone' or equivalent in your language.
Select 'Full control' and apply to all subdirectories. There might be some warnings but just press continue until process is finished. Then downloading started working again!
